Mr Hess was raised on a farm in Concord Township along with two brothers and a sister.  He attended Graham schools and Concord Methodist Church and was active in 4-H, F.F.A and high school athletics.  After graduation in 1970, he attended Wilmington College, and graduated with a degree in Agri-business.  He started his own farm operation in 1972, which continued as a full time cash grain operation for over thirty years.

A member of Champaign County Farm Bureau since 1974, he has held various positions at the county level, serving as county president in 1995 and 1996.  Elected as state trustee on the Ohio Farm Bureau board of directors in 1996 representing a four-county district, he served in that position for fifteen years.

Currently Steve serves on the County Commissioners Association of Ohio Agriculture and Rural Affairs Committee, and is a representative of the Board of Commissioners on the Caring Kitchen Board, Central Ohio Youth Center Board, Champaign Economic Partnership Economic Development Board, Champaign County Emergency Management Agency, Local Emergency Planning Commission and Homeland Security Boards and the North Central Ohio Solid Waste District.

Steve and his wife Marsha are the parents of three children and also have three grandsons.  They are members of Renewed Strength Church in Westville and live near St. Paris in Johnson Township.
